Road access, both legal (a recorded easement or public road frontage) and physical (a road actually capable of handling construction traffic and future residents), is another core requirement.
Stormwater management is increasingly a significant factor, particularly for larger developments. Local jurisdictions typically require a stormwater management plan showing how the development will handle runoff without negatively affecting neighboring properties or exceeding capacity of downstream drainage systems — this often means detention ponds or other engineered solutions that add real cost and design complexity to a project.
For any development beyond a single lot, working with a civil engineer early in the process to assess these infrastructure needs against the specific site is essential, since the cost of bringing utilities to raw land can sometimes exceed the value of the land itself, turning what looks like an attractive purchase price into a much less favorable overall project cost once true development expenses are factored in.
